In 1991, there were $6 billion in pay-per-call transactions. But scam operators moved in to take advantage of the technology, and the industry was slow to respond to this challenge. As a consequence, the 900-number industry’s reputation became stained by fraud and abuse, and sales plummeted to $300 million annually.
